Sec 10. That all laws granting exemptions from military service be, and the same are hereby repealed, and hareafter none shall be exempted except the following : I. All who shall b held unfit for military ser vice, under rules to be prescribed by the Secreta ry of War. II. Th Vice President of the Confederate States ; the members and officers of Congress r.nd of the several State Legislatures, "and such other Confederate and State o.'ticera as the President or the Governors of the respective States may certi fy to ba necessary for the proper administration of jle Confederate or State Governments, as the case may be. And in cases where railroads luve fallen into the hards of the enemy, and a portion of the rolling stock of such roads is being used on other roads' not in the ene my's hands, the President and Superintendent of saw arst named roads shall be exempt. VI. That nothing herein contained f hall be con strued as repealing the act 'approved April ' four teenth, eighteen hundred and sixty-three, enti tled " An act to exempt cuntrators for carrying the mails of the Confederate States, and the'di f vers of post-coaches and hacks, from military "ser vice :" Provided, That the exemptions grant' -under this act shall only continue whilst the per sons exempted are actually engaged in their res peetive pursuits or occupation. Sec. 11. That the Prddent be and he is here by authorized to grant details, under jrenei al rules and regulations to be issued by the Vv'ar Depart tnent, either from persons between fo; tv.live and fifth years of age, or from the army in the field, in alt cases when, in his judgment," justice, equi ty and necessity require such details, and he may rerok such orders of details whenever he think proper: Provided That the-p-wer herein grant ed to the President to make details and exemptions shall not be construed to authorize the exemption or detail of any contractor for furnishing supplies of any kind to 'he Government, by reason of said contract, unless the head or Secretary of the De partment making such contract shall "certify that the personal services of said contractor are 'indis pensable to the execution of the contiact: Pro vided further, That when av such contractor shall fail diligently and faithfully to proceed with the execution of such cont act, his exemption or detail shall cease. Sec. 12. That in appointing local boards of surgeons for the examination of persons liable to military service, no member composirg the racae shall be appointed from the county or enrolling district in which they are required' to inak sack examination.
